Heavy or light is not the whole story. A thing floats when it is lighter than the same amount of water, an amount the size of the thing itself. That is why a big log floats and a tiny pebble sinks, and why salty water holds things up better than plain water.
A grown-up stays within arm's reach of the water at any depth, and you empty the tub together at the end. For a child under three, or one who still puts things in their mouth, test only things too big to fit through a toilet-paper tube.
